Adviser Hasan Arif, Adilur Rahman Khan, Special Assistant to Chief Adviser Mahfuz Alam, Press Secretary Shafiqul Alam were present with the Chief Adviser.
In the observation AB Party said, 2 months of interim government is about to complete. In the meantime, the Honorable Chief Adviser has given guidance to the nation several times.
On behalf of AB Party, party member secretary Mojibur Rahman Manju presented 6 points of observations and 11 points of demands, suggestions and recommendations to the chief adviser.
In the observation AB Party said, 2 months of interim government is about to complete. In the meantime, the Honorable Chief Adviser has given guidance to the nation several times. In it, he expressed the government's goals, intentions, commitments and firm commitment, as well as the details of various steps and activities of the government, progress, obstacles and dreams and visions of developing Bangladesh anew.
For the last 2 months, the honorable advisers of the government have been fulfilling their duties by facing various adversities and challenges. Ministry of Finance, Ministry of Energy and Mineral Resources,In several areas, including the Ministry of Information, Ministry of Foreign Affairs, Ministry of Youth and Sports, there has been momentum and success in the work of the government, but the work of most of the ministries has been shown to us to be very slow and weak.
Especially due to the lack of strong decision-making and lack of coordination in the work of the public administration, home and law ministries, the law and order situation, judicial system and administrative deadlock in the country is quite disappointing. There are still accomplices of fascism and genocide at various levels of administration.
The police-force is ineffective, weak and morally demoralized. Although magisterial powers were given to the armed forces, there was no visible improvement in the law and order situation at the field level.
The blood-soaked mass unity of the students and masses that was created in the July-August movement against the terrible misrule and genocide of fascism is currently showing some wounds and mild cracks in that unity.Especially nationwide public universities, private universities, all types of educational institutions and madrasas do not have the motivation and strong bond between the students.
Political parties are also engaged in war of words for various reasons. The lack of coordination of political parties with the government is also visible in this case. All these things are having a negative impact on the minds and hearts of the citizens.
A clear vision of the state reform plan adopted by the interim government is yet to be revealed. Due to the delay in starting the commission's activities, the interest and enthusiasm created in the public mind due to the 6 commissions has also raised doubts. The lack of concerted action in rehabilitating the families of the martyrs, providing medical treatment to the injured and taking legal action against those who ordered and facilitated the massacre is noteworthy.
Confusion over the legitimacy and nature of government is increasingly complex. In some cases, the government is talking about obeying the law and the constitution, and in some cases, necessity is given priority over obeying the law and constitution. This shows the ambivalence of the government and its goodwill is being questioned.
AB Party states in demands, suggestions and recommendations To improve the law and order situation within the next 2 months, to try to make the police fully active and to strengthen public confidence by ensuring peace, order and security at all levels of the country with all-out assistance of the armed forces if necessary.
Bringing in effective dynamics through reshuffling of responsibilities or appointment of new advisors in ministries where performance is not satisfactory, including public administration, home, law and health. Appointing Assistant Advisors in some Ministries if necessary.
Taking effective steps to resolve the crisis of government legitimacy by amending or rewriting the constitution. For the time being the creation of a legal defense to the question of the legitimacy of the government which can also be done by issuing ordinances. Forming a Constituent Assembly to amend or frame the Constitution and pass it in a referendum after drafting the Constitution.
Immediately form a public inquiry commission and arrange to bring before the nation all the incidents of atrocities organized in July-August. Taking concrete steps to rehabilitate every martyr's family. I demand to give the highest priority to the treatment of injured and crippled students.
To set up a separate commission between civil administration and armed forces officers and soldiers who have been unjustly dismissed, reinstatement or dignified rehabilitation of those who have suffered harassment and oppression.
Establishment of a “Crimes Against Humanity Tribunal” as well as a “Truth and Reconciliation Commission” to try individuals, organizations and political parties who are accomplices of fascism, disappearances, murders, extrajudicial killings, human rights violations and genocide;
In the International Criminal Tribunal, appointing judges quickly to start investigations and prosecutions, many defendants are escaping due to delay, many evidences are being destroyed. Necessary reforms in the law are imperative to make the judicial process transparent and internationally acceptable.
Forming a separate trial commission for the Pilkhana and Shapla Chattar massacres.
The six commissions that have been formed by various political parties and civil society including the AB Party, to seriously consider all the recommendations that have already been put forward in this regard, to provide all kinds of state support so that the commissions can complete their activities at the appointed time and take necessary steps,
Apart from the 6 commissions, I propose to form a national health commission for the health sector as well. Separate steps are also required for the reform process of Army, Air Force and Navy.
To consolidate the unity of the political parties and the students, the Chief Adviser will form a “Strong Coordinating Team” whose main responsibility will be to develop an effective co-ordinating link by taking and vetting the views of all parties involved in the coup. This coordination team may also work towards the creation of a national memorandum of understanding.
To maintain regular market monitoring system to bring commodity prices to a tolerable level. Stopping extortion, extortion, corruption, making sidewalks free of hawkers for public movement,Taking steps to form central and regional community monitoring teams consisting of administration, political parties, social organizations and change-seeking students to alleviate the daily sufferings including unbearable traffic congestion.
The anti-national treaties that the fascist government has entered into with various states need to be reviewed. Those who have built mountains of illegal money by making agreements against the interest of the country and destroyed the country's economy by smuggling money abroad should be brought under the law quickly.Steps should be taken to freeze their assets at home and abroad.
Announcing the Roadmap for Reforms and Elections as soon as possible based on discussions with political parties and all social parties. To build a national consensus and make sincere efforts to bring about a free, fair, acceptable and participatory election with the necessary reforms within one and a half to two years.
The dream and achievement of the immense sacrifice, blood donation and life of the students cannot be allowed to fail in any way. The interim government will have to act with those sentiments and challenges in mind.
The declaration of accountability to the public should be implemented. Efforts should be made to present the progress of every ministry-wise work before the nation after two months.
