Md.Nasir Uddin(Special correspondent) : Following the Monsoon Uprising in July-August, AB Party expressed deep concerns over the current dysfunction and endless corruption within the public administration. They claimed that the public service sector, instead of serving citizens, has turned into a center of mismanagement and inefficiency.
(Monday November 3) The views were expressed at a press conference organized by the AB Party in Dhaka,where leaders called for comprehensive reforms.
Key Recommendations were proposed by Asaduzzaman Fuaad, a barrister-at-law and Joint Member Secretary of the AB Party. He said in the proposal, Abolish multi-cadre-based Recruitment: Establish a national pool for civil service recruitment rather than the traditional cadre based separate system;
Modernize Recruitment and Evaluation: Implement advanced evaluation methods focusing on physical, mental, ethical, and creative aptitude. Psychometric test needs to be introduced to judge cognitive skills and ability to suit individual’s competence;
Implement Rigorous Training Programs: Reintroduce a two-year rigorous training program for new officials, modeled after earlier systems;
Separate Qualifications for Local and Central Government Roles: Job advertisements should specify distinct qualifications and requirements for local administration and central government roles;
Department-Specific Recruitment: Replace centralized recruitment with specialized hiring processes for each ministry to ensure efficiency and necessary service;
Equitable Pay and Conditions: Address disparities in benefits and wages among cadres and non-cadre employees, fostering a fair system based on merit;
Career Access at All Levels: Allow skilled expatriates and individuals from diverse backgrounds to enter the bureaucracy at various stages, removing barriers for dual citizens where necessary;
Technology-Centered Administration: Shift to a technology-driven model to streamline and enhance public service delivery;
Revamp the Public Service Reform Commission: Ensure this committee is staffed with relevant experts and representatives to improve administrative effectiveness.
The event was attended by key AB Party leaders, including Professor Dr. Major (Retd.) Abdul Wahab Minar, Convenor of the AB Party, and Lt. Col. (Retd.) Didarul Alam, among others. They called for an overhaul to address corruption and inefficiency within the public administration system, aiming to create a responsive, citizen-focused government structure.
